ALBANY (AP) -- Gov. Andrew Cuomo is proposing three new casinos in upstate New York in an already crowded Northeast market.

In his State of the State address Wednesday, Cuomo argued that upstate casinos could be a magnet to downstate gamblers who visit casinos in Atlantic City or Connecticut.

Analysts say any new customers would come from either an out-of-state casino or other gambling operations within the state.

New York is already home to five Indian casinos and nine “racinos” that offer video slots but no table games.

The Legislature is expected to consider final passage this year of an amendment to the state constitution that would allow seven casinos beyond Indian land. If approved by lawmakers, voters could make a final decision on the amendment in November.
