ALBANY -- Syracuse Mayor Stephanie Miner is expected to testify at a budget hearing on Monday in Albany about her problem with Governor Andrew Cuomo’s pension smoothing initiative.

The plan would allow cities with high pension costs to borrow against their future, when they assume pension costs will be less, and pay it back over the next 25 years.

Mayor Miner calls this “kicking the can down the road.” She is the only public representative to vocalize her criticisms, something that surprises some. Miner is the co-chairwoman of the state Democratic Party, hand-picked for the position by Governor Cuomo.
