Sunday, August 21, 2011  UPDATE: Due to rain, The Oswego County Health Department postponed its plans to spray an area Sunday night  for mosquitoes. Weather permitting, the department will resume aerial spraying Monday night. Health officials say in order for spraying to be effective, it needs to be relatively dry.
