HANNIBAL -- Authorities say a central New York woman was charged with assaulting her sister, who was holding her 1-year-old son.

State police say Kathy Whalen was picking up her children at a home on Martville Road in Hannibal when 23-year-old Brandi Thorpe, of Oswego, began spitting on her.

Police say Thorpe also punched Whalen in the face and hit her in the head with a telephone while Whalen was holding her son.

Thorpe also chased Whalen outside while holding her own infant son.

Police say Whalen suffered facial/head lacerations and pain, but initially declined medical attention at the scene.

Police charged Thorpe with endangering the welfare of a child after last Tuesday's incident. Thorpe was arraigned and is scheduled to reappear in the Town of Hannibal Court on December 18. Oswego County Social Services is also involved in the investigation.
