    Tuesday, October 30, 2012  Late Monday night into early Tuesday morning, the Hudson River -- which runs parallel to the Westside Highway-- swelled over its banks, flowing freely into lower Manhattan. This not only caused prompted roads to be shut down, but flooded basements as well.
