Responding to what it calls "numerous" complaints about men engaging in sex acts in Roscoe Conkling Park near Valley View Golf Course, Utica Police announced 12 arrests Saturday evening. Police say the men arrested would also accost people passing by, often times propositioning them while exposing themselves.
