WATERTOWN (AP) -- Democratic Vice President Joe Biden is campaigning in Watertown for Democratic nominee Bill Owens in the final hours of northern New York's 23rd Congressional District race.

Biden is attending a rally to support Owens Monday. President Barack Obama attended a fundraiser in New York City for Owens last month.

Owens is running against Conservative candidate Doug Hoffman for the seat. Republican Assemblywoman Dierde Scozzafava dropped out of the race Saturday and now Hoffman and Owens are scrambling to pick up last minute votes in the district, which includes all or part of 11 counties in New York's rural north.

John Rich of the country music duo Big & Rich will be playing at a rally for Hoffman Monday night in Watertown.

The special election is Tuesday.
