NEW YORK STATE FAIRGROUNDS -- Governor Andrew Cuomo stopped in Central New York Wednesday as part of a victory lap for the newly passed state budget.

While speaking at the NY State Fairgrounds, Cuomo said the budget includes money to repair bridges and roads in Central New York, mandates teacher evaluations to help improve public schooling, and motions to help lower taxes.

Critics have said budget process was done in secret, but the governor disagrees. Cuomo says, "I think when people say 'what is transparency?' I think people are saying they want to know what is going on in their government. They want to feel good about their government. They want to have trust and faith in their government. That's one of the reasons I'm here. I'm here to sign the budget and I'm here to explain to people this is what's in the budget. This is what it means to you. This is what we said we were going to do and this is what we did.

When asked if the minimum wage is going to go up, Governor Cuomo said it's too soon to tell, but it's something he'll be working on in the coming weeks.
