Former DPW worker sentenced for violating probation, gave teen a ride

SYRACUSE -- A former Syracuse Department of Public Works employee was sentenced after giving a teenager a ride in his car, which violated his probation.

Mark Carrigan, 46, was sentenced in Onondaga County Court to ten months in Jamesville Correctional Facility for a probation violation. Carrigan was on probation for engaging in oral sex with a 16-year-old boy last year.

Carrigan admitted to giving a 14-year-old boy a ride in his car on February 12, 2013, which violated his probation.

Carrigan was already a level 3 sex offender and was previously convicted of sodomy in 2000.

Carrigan's arrest brought to light questions about the city's hiring policy and background checks for workers.

The city later defended its practices, saying background checks are done on people applying for jobs where they are most likely to come into contact with children, including police, fire, airport and city parks jobs. However, DPW workers are not subject to such checks.
