Group says subsidies are unfair

ALBANY (AP) -- New York's subsidies for child care differ by thousands of dollars annually based on where recipients live, according to an advocacy group's study. The Empire Justice Center says rates under the state's sliding scale are applied differently by counties and fail the legal requirement for "equitable access."

The center says a family of three with $36,620 annual income pays $1,831 for a year's child care in Livingston County while a family of three earning the same amount in neighboring Genesee County pays $6,409 a year. The group is calling for a new state fee structure. The report notes 18 counties don't provide child care for parents looking for a job and 11 limit help for those working overnight shifts who need to sleep in the day.  To view the full Empire Justice Center report: http://www.empirejustice.org/
