SYRACUSE -- Police have arrested a Syracuse grandmother and charged her under Leandra's Law. They say Delinda Gibson hit a parked car Friday on Hillsdale Avenue. She was charged with aggravated DWI and endangering the welfare of a child. Police say her four grandchildren were in the car at the time.
