OSWEGO -- The sounds of jackhammers could be heard in downtown Oswego Monday as work continued on the Utica Street bridge.

Last week, Governor Paterson told contractors the state could not guarantee payment for work on the bridge and many other construction projects because of inaction on the state budget. Several local projects have stopped as a result.

Joe Campagni of Economy Paving tells CNY Central, they "are not about to send our workers home." Campagni says Economy Paving will continue to work on state projects on a "day by day basis" in hopes the legislature will enact a budget.

Campagni complained of a lack of direction from state government especially the state transportation department.
