Obama to sign Russia treaty

WASHINGTON (AP) -- President Barack Obama heads to Prague today for the signing of a landmark nuclear treaty with Russia.

The treaty commits the two former Cold War adversaries to yet more arms reductions -- slashing arsenals by nearly a third if it's ratified.

It also includes new limits on missiles and bombers and measures to verify compliance. And the president sees it as a key feature in his drive to curb the global spread of these ultimate weapons.

The president's trip comes a day after he declared a new post-Cold War strategy -- sharply limiting America's nuclear weapons, their targeting and the circumstances under which they'd be unleashed.

Obama calls it a major "step forward" in easing the world's nuclear nightmares without compromising U.S. security and a move to further isolate nuclear renegades like Iran and North Korea.
