Gillibrand wants standards set for teen drivers licenses

ALBANY (AP) -- U.S. Sen. Kirsten Gillibrand is introducing legislation that would set national standards for states to implement graduated drivers license programs for teens.

Gillibrand says the higher national standards would reduce car accidents, which are the leading cause of death among teens in America.

Gillibrand says current graduated license requirements vary widely among states. Her legislation is modeled on New York's system and would set up a three-stage licensing process, from learner's permit to an intermediate license to a full, non-restricted license.

Learner's permits would be issued at age 16 and non-restricted drivers licenses would be issued at age 18. There would be restrictions on night driving and passengers for early-stage drivers.
