The Credit Card Responsibility and Disclosure Act of 2009 was intended to curb bank and credit card fees. According to one recent study the average American has $11,000 in credit card debt. Instead some consumer watchdog groups claim its opening up a whole new can of worms. The extra revenue from overdraft and other fees was worth hundreds of millions of dollars.
