ALBANY (AP) -- Several groups are pushing back against Gov.-elect Andrew Cuomo's plan to cap local property taxes.

The stateSchool Boards Association released a study Monday claiming that nearly 700 school districts will be short $815 million per year over the next four years if the cap is imposed.

And today, the state Conference of Mayors is releasing its own report in Albany, entitled "You Can't Cap What You Can't Control." The group says the report will include a set of mandate relief proposals that the Legislature must adopt before imposing any sort of property tax cap.

Cuomo has said he'll propose a plan to hold the annual rate of property tax growth at 2 percent, or 120 percent of the inflation rate, whichever is lower.
