GEDDES (AP) -- An upstate New York developer with plans to build a harness racing track and video lottery gambling operation near Syracuse has gotten permission from the state to form a corporation for the project.

That's the first step in Thomas Wilmot Sr.'s bid to develop the track at the State Fairgrounds in Geddes and the VLT facility nearby.

Wilmot and six other directors of Syracuse Raceway Inc. may now apply for licenses from state regulators for the $100 million project.

Wilmot heads Rochester-based mall, lodging and casino developer Wilmorite Inc. He tells The Post-Standard of Syracuse the earliest the track and "racino" could open is 2012.

The number of racing days hasn't been settled, but could range from 30 to 150, with the VLTs open every day.
