(AP) -- ALBANY, N.Y. (AP) - New York Gov. Andrew Cuomo is requiring top executive branch officials to undergo ethics training and to be re-certified every two years to work in what has been a scandal-plagued state government.

Cuomo is issuing an executive order to require the training of all executive chamber staff and other top officials by Jan. 31. The training must be completed with 60 days. Employees who will have to undergo the training include agency commissioners and their top counsels.

Good-government groups praised the action and said it sends a message to state government rocked by corruption and ethical scandals over the last four years.

Cuomo says honor and integrity will be the hallmark of his administration now in its second day.
