SYRACUSE (AP) -- A federal judge has imposed the maximum prison sentence on a 24-year-old Syracuse street gang member who shot a rival, intending to kill him but instead leaving the victim paralyzed from the neck down.

U.S. District Judge Frederick Scullin sentenced "110 gang" member Schiquan Harrison to 15 years and 8 months in prison for the 2008 shooting of Dylon Smith, a member of the Bricktown gang.

Scullin said he imposed the maximum sentence because of Harrison's history of firearms and violence.

Scullin said street gang members have "wreaked havoc upon this city."
