Man accused of punching victims, urinating on them

ONEIDA -- A local man is accused of punching two men, exposing himself and urinating on them.

William Winchell, 31, of Duvaul Road in Kirkville, was arrested Thursday by Oneida police. Investigators say the incident happened on Williams Street around 12:45 a.m.

Police say Winchell punched a 21-year-old man in the face, causing a laceration to his left eyebrow area. He is also accused of hitting a 19-year-old man in the face. And that's not all. Police say Winchell then forcibly grabbed the men's private areas, exposed himself and urinated on both men. He also allegedly threatened to kill the 21year-old if he tried to move while he urinated on them.

The victims were treated at the Oneida Health Care Center.

Winchell was arrested and charged with assault, forcible touching, public lewdness, harassment and unlawful imprisonment. He was sent to the Madison County Jail on $2,500 bail.

Police say more charges may be pending.
