HERMON, ST. LAWRENCE CO. -- Investigators in St. Lawrence County are investigating a horrific case of animal neglect. On Tuesday, a passerby found one-year-old female Terrier mix tied inside a garbage bag on a snow bank along County Route 19 in the Town of Hermon. The dog was still alive at the time, but she was in so much pain, she was taken to J.C. Palermo's Potsdam Animal Hospital and euthanized.

Investigators with the St. Lawrence County Sheriff's Office confirmed to CNY Central by phone Friday they have launched an investigation to determine who left the puppy by the side of the road. They tell us that person could face animal cruelty charges.

Anyone with information about the case should call sheriff's deputies at (315) 379-2222.
