Did Andrew Cuomo's Medicaid Redesign Team run afoul of an ethics law? That's what the group Center for Justice and Democracy claims. ALBANY -- ---
The group's complaint, revolves around whether members of the Governor's Redesign Team are public employees, and therefore subject to the state's public officers law.
Jason Helgerson, New York State Medicaid Director said, "I think it's ridiculous actually." Jason Helgerson heads up the Medicaid Redesign committee. "We invited specific people because they had expertise, knowledge and would represent their interests as an industry."
But the group claims that the redesign team's hospital members benefitted from the team's final recommendations, which capped some medical malpractice awards, something that is expected to be a windfall for hospitals.
While the legal answer lies somewhere in the public officer's law. If the group prevails, it could end the historic use of stakeholders to build concensus…

It’s a strategy that works, but one that is fraught with conflicts of interest which the administration clearly considered….
The Cuomo team says lawyers will review the complaint if the Commission on Public Integrity rules the case has merit.
