VICTORY, CAYUGA CO. -- The Finger Lakes SPCA is investigating a case of animal abuse. They removed an emaciated dog from a home in the Town of Victory.

Justice is an 18-month-old pit bull. The SPCA says he was emaciated, suffered from frostbite and sores, and was tethered to a heavy logging chain, which the dog struggled to carry. Justice weighed only 41 pounds when he was found. He should have weighed around 60 pounds.

Charges are now pending against the owners. The SPCA says he would have died from neglect if he wasn't rescued.
