Central New York is the least equipped region in the state to use reserve funds to close the school budget gap.

That's according to a study by the State Comptroller's Office.

State Comptroller Thomas DiNapoli was in town this morning to explain his office's study.

Earlier this week Governor Andrew Cuomo recommended schools tap into reserve funds to narrow the budget gap.

Reserve funds come from several reserve pools, such as the federal Education Jobs Fund.

But Dinapoli says CNY has less to work with than other regions.

"Central New York, Finger Lakes region, those parts of the state do not have as much money to work with through those reserves as other parts of the state," Dinapoli says. "That should be considered as the legislator and the governor finalize their number for school aid."

The state is proposing a 5-10% cut in school aid for the coming school year, some of the highest cuts in the state.

The deadline for the Governor's budget to be passed is April 1st.
