OTISCO -- The son of a sheriff's deputy who was shot by State Police over the weekend is back in New York State.
23-year-old Joel Shelley of Otisco was shot by Troopers in Tioga County on Saturday night, after allegedly pointing a gun at the officers. He was hospitalized in Sayre, Pennsylvania for gunshot wounds to his hip.
Wednesday, Shelley was brought back to New York and arraigned in the Town of Barton Court. He is charged with criminal possession of a weapon and menacing a police officer. He is now being held at the Tioga County Jail on $100,000 bail.
Shelley is the son of Toby Shelley, an Onondaga County Sheriff’s Deputy and former candidate for sheriff.
Tuesday afternoon update:
The Otisco man shot by State Police in the Southern Tier on Saturday night has now had his first court appearance.
Joel Shelley has been in a Pennsylvania hospital, being treated for several gunshot wounds after reportedly resisting Troopers after a low-speed chase. This afternoon his father, Toby Shelley, confirms to us that his son was arraigned in a Pennsylvania courtroom, however we don't have the specific charges yet.
It's expected Joel will be brought back to New York (he's just across the border) for the actual case, which will involve felony charges, in Tioga County. Toby Shelley tells us he's 'not prepared to make bail' for his son.
We also asked if he knew where the gun came from. Joel reportedly waved a loaded 20 caliber shotgun at Troopers. Toby says he does not know where he got the gun, that his sheriff's department guns never come home, and that his hunting guns are safely locked up and accounted for.
We also asked if his son has mental health issues, and he says Joel has had anger management issues in the past.

Tuesday morning update:
The father of an Otisco man shot by State Police over the weekend says he has no idea what his son was doing on the Southern Tier on Saturday night.
Toby Shelley says he last saw his son Joel on Thursday, when they discussed starting a new business. Toby Shelley says he had loaned his son money, but has no idea why he was in the Southern Tier, over 75 miles from Otisco, on Saturday. Toby Shelley has talked to State Police and apologized for the incident.
As of Tuesday morning, Joel Shelley is listed in fair condition in a Sayre, Pennsylvania hospital. His father says he had been in and out of consciousness since the incident, and has undergone several surgeries already. He was shot several times and has severe wounds to his hip. His mother, sister, and girlfriend were at his bedside on Monday.
State Police say the 23-year-old will be charged when he gets out of the hospital, but there is no word yet on what those charges will be.
Troopers say around 10:00 Saturday night Joel Shelley approached a patrol car parked in a U-Turn lane on State Route 17 in the Town of Nichols. After being told he'd made an illegal turn, Shelley reportedly pointed a shotgun at the officer in the car, then got back into his own vehicle and drove away.
Police say later on they spotted Shelley's car traveling north on Route 34 in the Town of Barton. After a low speed chase, he stepped out of his vehicle and reportedly approached the Trooper's cruiser with a loaded shotgun in hand, acting in a threatening manner. That’s when Troopers say they fired on Shelley several times.
Toby Shelley says he has taken a week of leave from his job until he finds out what the charges against his son are. However, the former candidate for Onondaga County Sheriff says he will continue his campaign for Onondaga County Legislature.
