UTICA -- A Utica sex offender is accused of touching a child's breasts.
50-year-old Brian Merrill, a level 2 sex offender on Steuben Street, is accused of touching a 12-year-old's breast.
Utica police say it happened over the weekend of April 9-10.
Merrill is charged with forcible touching and endangering the welfare of a child, both misdemeanors.
