One dead, one charged with DWI in Town of Clay

LIVERPOOL -- Update at 2:55pm:

Mark Richter has been arraigned in Town of Clay Court on two felony charges, including vehicular manslaughter in the second degree, and aggravated DWI. The judge entered a not guilty plea for Richter and will appoint an attorney.

At the arraignment, Richter cried and apologized for the crime.

"I'm very sorry," he said, as he was being led away by deputies.  "It hurts me a lot to have to lose my loved one.  I'll never have a family again ever.  I loved Debbie."

Bail was set at $20,000.

Update 1:55pm:

Additional Charges have been filed against 22-year-old Mark Richter.  He is also facing Vehicular Manslaughter in the 2nd degree, three counts of endangering the welfare of a child, and one count of unlawfully dealing with a child.

Police say the additional charges stem from an alleged house party that everyone was attending on John Street in Syracuse.  Investigators say Richter provided 16-year-old Miranda Pellizzeri with alcohol.  Richter was allegedly driving everyone back to Debra Brown's apartment when he lost control and crashed into a tree.

Richter is being arraigned in Clay Town Court this afternoon and will be arraigned in Syracuse City Court tomorrow morning on charges stemming from the alleged house party on John Street.

A 23-year-old Liverpool woman was killed overnight when the car she was riding in struck a tree on Grampian Road near Braemar Drive in the Town of Clay.

Onondaga County Sheriff's deputies say 23-year-old Debra Brown, of 4380 Plantation Boulevard, was pronounced dead at University Hospital shortly after the 1:00 a.m. crash.

Police charged the driver of the car, who is also the father of Brown's child, with driving while intoxicated. 22-year-old Mark Richter, of 123 7th North Street, is also charged with violating "Leandra's Law" for allegedly driving drunk with couple's son Isaih in the car.

There were two other people in the car. They are identified as 21-year-old Ryan Kyanka, of Syracuse, and 16-year-old Miranda Pellizzeri, of Fayetteville. None of the other passengers suffered serious injuries.

Investigators say Richter was traveling south on Grampian Road and was unable to negotiate the turn near Garloch Court. Richter’s vehicle drifted of the road, crashing head-on into a large tree causing extensive damage the car.

The case was turned over to the Onondaga County District Attorney's Office for further review. Richter was issued appearance tickets to appear in the Town of Clay for arraignment in two weeks.
