Alleged drunk driver in deadly crash will remain in jail

SYRACUSE -- A Town of Clay man will stay behind bars for allegedly driving drunk, crashing and killing a Liverpool woman.

22-year-old Mark Richter appeared in Onondaga County Court Monday, seeking to lower his $20,000 bail. The judge denied the request.

Richter is charged with vehicular manslaughter and aggravated DWI. Approached by reporters at his arraignment earlier this month, Richter cried and apologized.

Investigators say Richter attended a party on John Street in Syracuse, then lost control, slamming into a tree. 23-year-old Debra Brown was killed. Three other passengers, including Richter and Brown's son, suffered minor injuries.

Richter is also charged with violating "Leandra's Law" for allegedly driving drunk with the child in the car.

The case was turned over to the District Attorney's Office for further review.
