ALBANY (AP) -- New York's Legislature will try to pass a massive bill rarely seen in Albany that will touch just about every New Yorker's life.

The tentative agreement between legislative leaders and Gov. Andrew Cuomo would increase public college tuition by $300 a year for five years, create a cap on property tax growth and renew and perhaps strengthen New York City's rent control law.

The measures that could be included in a single, huge bill are expected to be debated and passed Wednesday.

That could clear the way for the Republican-led Senate to consider sending a gay marriage bill to the floor for its final approval.
