Neighbors say the area was supposed to be renovated, but it's not happening

SYRACUSE -- People who live around the Westcott Reservoir say the city isn't living up to its promises. Neighbors are calling on the city to take action and complete renovations surrounding the reservoir.

For the past year and a half, the city has been working on a $40 million renovation of the reservoir itself, but residents say they failed to follow up with the proper landscaping. For example, that say where there once was grass, there is now crushed stone, weeds, and a barbed-wire topped fence instead of a decorative one. In addition, neighbors say an irrigation system that was put in doesn't flow properly. They say it is now collecting water that has become a hazard for mosquitoes and algae.

Neighbors have had several meetings on the issue, and say they have contacted the city several times, but nothing has been done. We spoke with a representative from City Hall today. The city says it is looking into complaints and talking with the state about coming up with a different landscaping plan.
