WASHINGTON (AP) -- Taking the White House podium, Transportation Secretary Ray LaHood is urging Congress to return from its August vacation to resolve a partisan standoff over a bill to end the partial shutdown of the Federal Aviation Administration.

White House spokesman Jay Carney agrees.

LaHood complaines that the deadlock, now in its 12th day, has idled 4,000 FAA employees and some 70,000 construction workers on airport projects. He says, "They're ready to go to work.".

The transportation secretary took a strong blast at members of Congress from both parties, saying when it comes to creating jobs "they talk the talk, but they have not walked the walk."

He says lawmakers should end their vacation for a couple days and return and pass the legislation.
