SCRIBA, OSWEGO CO. -- A former Oswego County legislator and former Town of Scriba Water Department Superintendent finds himself in hot water.
60-year-old Thomas Bullard, of Duke Rd. Bldg. 165, is accused of official misconduct.
Oswego County Sheriff Reuel Todd tells CNYCentral deputies were asked to investigate when the Town Supervisor and the Town Board noticed irregularities.
Sheriff Todd says Bullard removed or never put a water meter on his own home, receiving water from the town for his own personal use.
He also allegedly took scrap metal including pipes from old water lines to scrap metal yards that belonged to the town and then kept the cash for himself. That allegedly happened from June 2007 through November of 2010. Sheriff Todd says the alleged thefts amount to a couple thousand dollars.
Bullard resigned months ago as head of buildings, grounds and Water Department in the Town of Scriba.
He's charged with official misconduct, petit larceny and theft of services. He was released on appearance tickets and is due back in Scriba Town Court next Thursday.
Bullard served on the Oswego County legislature, representing District 14 in Scriba from 2002 to 2007.
He has not returned our call for comment.
