ALBANY (AP) -- The New York Times reports that the federal government has criticized the Cuomo administration for mishandling care for the developmentally disabled.

The federal report follows a series of articles by the newspaper that raised questions about the state system for caring for the developmentally disabled and the handling of deaths over several years and administrations.

The U.S. Department of Health and Human Services report on Tuesday found the state Commission on Quality Care, which is supposed to oversee care, must be more independent from the governor's office. It also questioned the agency's spending and said several federal laws were broken.

Cuomo spokesman Stephen Morello says Wednesday that reforms are underway and more are planned, but it will take "some time" to reverse years of policy dating to previous years.
