Do you get along with your neighbors? If you do, consider yourself lucky. One New York man is annoying his neighbors, but police say he isn't breaking the law.

Kevin McCrary lives on East 65th Street on Manhattan's upper east side. He's a hoarder and is annoying his neighbors to no end by parking his trash-filled van on the street. "It's gross...it's horrible," said neighbor Anahita Kopet.

McCrary's trash-filled van has enraged some of his neighbors and now they're speaking out. "We've complained to the police, the Fire Department, the Sanitation Department, and they all say he's not breaking the law. They can't do anything," said neighbor Peter Pedro.

The van is stuffed to the limit with shoes, electronic devices, clothes, plates and silverware. It also has several full suitcases on top.

Does McCrary consider himself a hoarder? "I consider myself a collector/hoarder," he said laughing. The 64-year-old says he's been collecting items for the last decade, then moving them from his 4th floor apartment to his van and donating or selling his belongings to others or putting them in storage.

Not only do some of McCrary's neighbors think the van is an eyesore, but many are also concerned about the health and safety issues it raises. "It's really filthy. There's garbage bags underneath and the other day we saw little mice in that planter box, like 10 or 12 little mice, and it was just so gross," Kopet said. "It's an insult to the people who live in this neighborhood to act in a thoughtless manner like that," neighbor Linda Pedro said.

For his part, McCrary says he considers his van a work of art. "Art is in the eye of the beholder. One man's trash is another man's treasure...I do, on occasion, throw a lot of stuff away." he said. It's just not often enough to please his neighbors.

If this was your neighbor, would you confront him? Do you think the laws should change to prevent people from being able to do this in their neighborhood? Why or why not?
