ALBANY -- A couple of highly publicized bills are going to fall short, including a key agreement for teacher evaluations.
Governor Andrew Cuomo proposed a bill that would restrict public access to evaluations to parents only.
Some are worried that information could be leaked despite that provision.
The Assembly is expected to pass Cuomo's proposal but, the State Senate has not committed.
The Governor's goal was to make sure people on both sides of the issue knew where his administration stands.
"Sending up the bill was more our way of communicating on the issue, furthering the dialogue, if the Senate or the Assembly want to pass the bill great if not, it will further the dialogue and it will be an informed dialogue, when it happens," said Cuomo.
There's a deadline for evaluations to be put in place or else the state risks losing millions of dollars in federal aide for schools.
Also the Governor doesn't expect his marijuana bill to pass this year.
He says the discussion in Albany was a good first step, but more talks will be needed.
Cuomo wants to make marijuana possession a violation in cases where a suspect opens his pocket and an officer discovers the drug.
It could keep tens of thousands of people from jail, mostly downstate.
