SALINA -- A 10-week-old pitbull mix puppy with a severe case of mange was found by a dumpster at an apartment complex on Court Street in the Town of Salina on Thursday morning.

The puppy was found by a woman around 9:00 a.m., and Paul Morgan, executive director of the SPCA, says the puppy's "condition was horrible." He says it was suffering from a severe case of mange, which causes the loss of fur.

The CNY SPCA is offering a $1,000 reward for any information leading to the arrest of the dog's owner, who has not been found yet.

Morgan says the puppy was too young to be able to run away on its own, and that it will take six months for the dog to be back to normal.
