The Oswego Police Department is searching for a missing woman. They say Jessica Elmer, 21, was last seen walking on East Utica St. in Oswego.
She was wearing an orange Syracuse University sweatshirt, black pants, and black/white Adidas sneakers. She may also have a purple tye-dyed sweatshirt with her.
Police say Jessica does not have any major medical issues, but she is mentally handicapped. Police believe she may be trying to reach the Syracuse area.
