WATERTOWN -- State Police in Watertown say they have extradited a man from Memphis, TN, on charges of second degree rape and endangering the welfare of a child.

Police say Kelan D. Fisher of Shannon Circle, Memphis, is accused of raping a 13-year-old in Watertown last August, causing her to become pregnant.

Officials say Fisher was stationed at Fort Drum at the time of the rape and has been discharged.

Fisher was extradited from Memphis by New York State Police on July 27.

Fisher was arraigned in the Town of Leray court and is being held in lieu of $10,000 bail pending grand jury action.
