ANTWERP (AP) -- State police say a truck driver wasn't paying attention when he plowed into a line of cars stopping for a paving project in upstate New York last month, killing six people.

Investigator Rick Hathaway says no charges have been brought against James Mills Jr. of Myerstown, Pa. The Jefferson County district attorney will determine whether to charge Mills.

Mills was carrying a full load of yogurt on the two-lane highway near Fort Drum on July 19 when he skidded on fresh pavement and slammed into a stopped vehicle.

That set off a chain reaction and fire that engulfed two vehicles. Four members of one family plus a friend died in one car and a woman died in the other. A seventh person was critically injured.
