SYRACUSE -- The Syracuse Police Department has charged 25-year-old Allen Rowe, of 314 Hawley Avenue in Syracuse, with assault in the first degree and criminal possession of a weapon in the fourth degree.

The arrest was made in connection with a cutting that happened on Sunday night at around 7:00 outside of 505 Catherine Street in the city.

The victim, 41-year-old Reginald Blackshear of Syracuse, was allegedly attacked by Rowe and cut on the left side of his face.  The weapon was possibly a razor.

Police say that there was an ongoing dispute between the two men.

Blackshear was sent to Upstate University Hospital and was treated for non-life threatening injuries to his face.

Rowe will be arraigned in Syracuse City Court on Monday.
