Fulton man accused of holding victim captive for two days

FULTON -- A Fulton man was arrested Friday for refusing to let a victim leave his home for two days.

Deputies say Richard M. Meers, 41, allegedly refused to let a victim leave his home on Jones Road for two days and threatened the victim with a steak knife and tied the victim’s hands behind the victim’s back with a rope. He allegedly forced the victim to sleep the living room while he slept between the victim and the door.

When Meers exited the residence, police say the victim reportedly locked Meers out of the home. Meers allegedly kicked the door open to gain access to the home, damaging the door, at which point the victim was able to escape to a neighbor’s home and call 911.

The victim was named in an existing order of protection.

Meers was arrested Friday and is charged with felony criminal contempt, misdemeanor unlawful imprisonment, and misdemeanor menacing.

Meers was arraigned at the Town of Granby Court and remanded to the Oswego County Correctional Facility in lieu of $1,500 cash bail or $3,000 bail bond. He is scheduled to return to court on October 22.
