Severe damage to homes could keep some Sandy victims in the dark

NEW YORK (AP) -- New York Gov. Andrew Cuomo says some New Yorkers who are still without power two weeks after Superstorm Sandy are in homes that are too damaged for the lights to come back on.

Cuomo says people who are still waiting have to understand that it's not a power issue but a housing issue. That means some people's homes sustained enough damage in the storm that the utilities can't restore power to them until the damage is fixed.

He says those homes would be in places like the Rockaways in Queens, in parts of Brooklyn, as well as some on Suffolk and Nassau counties.

Cuomo says the Federal Emergency Management Agency has programs to help homeowners in this situation.
