SYRACUSE -- Syracuse police have made an arrest after an animal cruelty investigation that started after an incident on Monday, February 4.

Police say the Dewitt Animal Hospital called police to tell them that an emaciated pitbull was dropped off at the hospital on February 4. The investigation eventually led to the arrest of 42 year old Richard Frazier of Syracuse.

This is the second arrest so far after three pitbulls turned up severely neglected.

He's charged with animal cruelty and will appear in Syracuse City Criminal Court at a late date.
