Gov. Cuomo and union reach agreement

ALBANY (AP) -- Gov. Andrew Cuomo and one of New York state's biggest unions are agreeing to the first major labor contract of the year which includes a pay freeze for three years and other concessions.

Cuomo applauds Agency Law Enforcement Services unit of Council 82 for sharing in the sacrifice of a state fiscal crisis. Cuomo calls the deal announced Wednesday a model for the other major public worker unions now negotiating contracts with the Cuomo administration.

A union leader says the deal is in the best interest of members and taxpayers.

Concessions include eliminating automatic "step" increases in wages for longevity that were in addition to negotiated raises. The union also accepted health insurance concessions.

The union represents 1,160 law enforcement officers.
