WATERTOWN -- A Watertown man is accused of 'pantsing' an 11-year-old girl.

State Police say 43-year-old Morris Blair, of 523 Waite Ave., pulled down the girl's outer pants numerous times from June to July and even untied a bikini bottom one time.

Police say it happened at a home in Watertown.

Blair charged with one count of endangering the welfare of a child, a misdemeanor. He was issued appearance tickets and is scheduled to appear in the City of Watertown Court on August 18th.

This isn't the first time Blair has faced charges for an alleged sexual offense.

In March, Blair was arrested for allegedly forcibly touching the intimate parts of a 15-year-old girl at his home. He was charged with forcible touching and endangering the welfare of a child, both misdemeanors. He was issued an appearance ticket in that case as well.
