UTICA -- Utica police arrest a man for talking on his cell phone while driving with no hands on the steering wheel.

Stanley Ruszala was arrested during a traffic stop at North Genesee Street and Wurz Avenue. Police say they also found stolen goods in the car from the Rite Aid on Auert Avenue.

Ruszala is charged with petit larceny, no driver's license, driving while using a mobile phone and driving without hands on the steering wheel.

This is his second arrest on petit larceny charges in the past two months.
