SANDY CREEK, OSWEGO CO. -- Investigators say a Lacona man grabbed a woman by the throat and threw her to the ground.

28-year-old Nicholas Kinney, of 25 Maple Ave., is charged with assault and criminal obstruction of breathing/blood circulation.

Oswego County Sheriff's deputies say he threw a woman to the floor inside a home, grabbing her by the neck and throwing her outside into the snow. Once outside, deputies say Kinney continuously knocked her to the ground, placing his hands around her throat while kneeling on her.

He was issued an appearance ticket and is scheduled to appear in the Town of Sandy Creek Court on February 9.
