ALBANY (AP) -- New York state Comptroller Thomas DiNapoli says state agencies paid out $469 million in overtime pay last year.

That's a continued decline over the last five years even as the state workforce shrinks.

Workers put in more than 12 million hours of overtime last year. Most of the overtime was worked in two agencies that care for the mentally ill and in the prisons system.

DiNapoli says the workforce last year was nearly 3 percent smaller than 2007.

The amount of overtime worked last year was nearly 12 percent lower.

DiNapoli issued the report Wednesday to help the state more efficiently use its workforce.

The Civil Service Employees Association union says state managers rely on overtime pay because of understaffing.
