WATERTOWN -- State Police in Watertown say they arrested 32-year-old James N. Costigan, of Calcium, for allegedly engaging in sex acts with two young girls; an 8-year-old and a 5-year-old.
Police say the incidents happened in the Town of Leray, Jefferson County.
Costigan is an active duty soldier stationed at Ft. Drum, according to State Police.
The children are in the care of Jefferson County Child Protective Services.
Costigan was charged with two counts of criminal sexual act, a felony, and two counts of endangering the welfare of a child. He was arraigned in the Town of Court and remanded in lieu of $25,000 cash bail or $50,000 bond pending Grand Jury action.
