Deadbeat dad owes $53,000 to Oswego woman

OSWEGO -- For five years now, life for Faye LaRock has been difficult. This single mother says she lost her home. She blames much of her financial problem on Richard O'Connor, the father of her 17-year-old daughter, a man who owes her more than $53,000 in back child support.
"It forced me to file bankruptcy." LaRock told Action News. Now she's worried about her daughter's college education, "It's going to be hard with the income I have now. I'm not going to be getting much financial aid."
LaRock has five years of court papers and communications including child support orders and an arrest warrant. The problem is while she lives in Oswego, Richard O'Connor lives near Gulfport, Mississippi. "We have been going back and forth with Oswego County, with Mississippi, everybody we could possibly contact, we have contacted."
LaRock says Oswego County has not done enough to get O'Connor to pay up. According to a letter dated September 25th from Oswego County's Child Support Unit to their counterpart in Mississippi they "continually receive notice (from Mississippi) that the case is with the legal department and there is a backlog."
"What we need is for the county to be on our side." LaRock says.
Contacted by phone, Social Services Commissioner Fran Lanigan said while the county has "uniform agreements with all states," they don't, "control staffing and services levels" within those states.
Richard O'Connor has not returned our call. LaRock says he's married, works in real estate in Harrison County, Mississippi and owns a home.
There's been no comment yet from the Mississippi Child Support Enforcement Section.
